Isn't that solved by allocating more memory to the app, using File Info. ? Can happen more often when you allow screen resolution to increase beyond what was typical when the game was made.

I have owned this game since new, unfortunately I cannot run the game at the proper game speed on my G4 eMac or on my modern PC (with dual processors and the havoc process affinity switched for both CPU's the gameplay is ridiculously fast and amusing). If you plan to play this game on a computer sporting more than 120Mhz processor speed (estimated) then you will encounter gameplay that is too fast either at times or always.
A program is needed to slow down your PC or Mac to play this game properly and I have no current solutions. Right now I have a friend who knows assembly and is currently trying to hack through the code of the program to find the target machine that the speed limiters are made for and bump them right up or set them to absolute values. This is extreme I know but hey, he is willing to do it for fun and I want to play this game again.
Other than this issue I strongly recommend this game!! It is very fun, lots of different weapons (one of which is different for each of the three vehicles when fully upgraded) and lots of levels to churn through. Recommended.
