Virtual Programming’s answer to support tickets is that they do not support EU3 Complete anymore. That includes legitimate buyers who simply want to activate it again after re-installation due to e.g. a hard disk swap.
1st download Toast image of the game.
2nd download Update to v1.07, last version for EU3 Complete.
3rd download DMG image of the game (v1.0) in 7-Zip.
4th download Crack for 3rd download (activation bypass).

CompatibilityThe original release and the first two expansions are universal binaries that work on both G5 and Intel Macs.
However, with the Complete release and the release of the third expansion (Heir to the Throne); PowerPC support was dropped.
If anyone has retail copies of either the original release or the first two expansions, please verify if they work on PowerPC - and then upload them to the Europa Universalis III page when ways of getting past the copy protection are found.

I've uploaded a new image with working crack.
I have seen hints that EU3 Complete may have been released as a universal binary originally. (See this page from Macworld and also I have seen a reference to a new version (which I take to mean Intel and not UB) of "Complete" elsewhere).

You are looking way to play this game disable online activation. I know a way to do it. You have use net Barrier for intel. Installed intel only net barrier. ON top of net barrier to turn off network off. Internet will have no network and no internet and activation.
Allegedly, the original 2007 retail release and first two expansions are universal binaries that work on G5 Macs, but I can't confirm this.
