.ogg/.oga is just the format container. There are four major codec used for ogg: Vorbis, Speex, FLAC and OggPCM.
Have you tried the old QuickTime Components project for Mac OS 9?
I've used it with some Vorbis samples from Wikipedia and it's worked great. (Well, there isn't any icon for them. but it plays fine.)
The file I have is a Vorbis .oga file. I tried QuickTime 6 with the Vorbis Ogg Quicktime Compononent. However, it does not work, probably because this extension dates 2004 whereas the .oga format was indroduced 2007 (according to Wikipedia). I cannot think of any audio software for Mac OS 9 written as late as 2007.
