Official expansion pack for Warcraft II: Tides of Darkness, with two new story campaigns, numerous multiplayer scenarios, and a new tileset for the Orcish realm of Draenor.
If you want the audio tracks you must use the Bin/Cue download and burn a complete CD using either Toast or ImgBurn.

So I would upgrade Warcraft II to Version 1.5 and also try moving your Warcraft Preferences file out of the System Folder.
I'll see if I can reproduce your issues both with Toast and ImgBurn.
I also added the 1.4 and 1.5 updates to the Tides Of Darkness Page
---------
Downloaded zip file to OSX. Unzipped in OSX.
Copied files to Windows XP running under Vmware Fusion.
Made CD with ImgBurn. Worked Perfectly.
I also downloaded to Beige G3, 9.2.2 with Classilla.
Unzipped with Stuffit 6.5 and burnt the .bin file with Toast 5.2.3.
That seemed to be fine as well.
Have you updated the drivers on the hard drive?
The original 7.6 Drive Setup was defective and led to corrupt hard drives.
It was fixed in the 7.6.1 Drive Setup.
Have you updated Warcraft II to 1.4?
What software, OS and machine did you use to create the CD.
Apparently the Battlenet Edition also has the expansion set.

The way it should work is you start with the Tides Of Darkness CD in the computer and if you select an expansion scenario it should ask for the expansion CD.
I would also try moving the Warcraft preferences file out of System Folder/Preferences.
Sounds like it could be corrupt or incompatible.
First off, thank you for going through the trouble of imaging and uploading the expansion. Awesome addition! I'm having trouble running it on actual System 7(.6.1) hardware and I wonder if someone else experiences the same problems?
Warcraft II is present and works fine (v1.2.3 from here). I install the expansion from CD after burning the BINCUE file to one. Yes, a physical CD. The CD appears to works fine, shows up on the desktop and I can access all files in the finder. I install the expansion files as suggested into the Warcraft II directory. There is no need app for the expansion but it is probably started through the main app (is that true?).
Upon starting warcraft II and selecting Single Player, I'm asked to insert the (presently in the cd rom drive) CD. It is not recognized. The CD ROM drive works fine though with other games. If I insert the Warcraft II disc I can click on single player, but once I choose "new campaign" the game repeatedly crashes with an error type 2.
Bottom line - installing this add-on not only won't give me new levels, but won't let me access the old ones. Anyone else can confirm the problem / or the expansion to work with the image provided here?
