The Power Mac Blue & White G3 had firmware which blocked the use G4 processor upgrade cards. Developers of these upgrade cards developed firmware patchers to get around the block. However, installing a G4 upgrade card turned into a one way street and reverting to the original G3 card is problematic. In my case I could not boot into OS X from OS 9 except by way of an installer disk. The PowerLogix G4 Firmware Updater 1.1 is the only patcher I have found that can reverse other brands firmware patchers and install their own.

Before running the patcher remove the upgrade G4 processor and install the stock G3.

To run the patcher, first download "G3 Firmware Update 1.1.smi" (available from https://support.apple.com/kb/DL1251?locale=en_US). Expand the file and place the file "G3 Firmware" (not "G3 Firmware Updater") in the same folder as the PL "G4 Firmware Updater 1.1".

Following the onscreen instructions, run the PowerLogix G4 Firmware Updater 1.1 twice, once to update to the PL firmware patch, the second time to undo and revert to the Apple G3 Firmware. You should see onscreen confirmation after rebooting into OS 9.

Finally, perform a clean installation of OS 9 to remove all connections to the G4.

One of the upgrade companies supplied you with an alternate Control Panel name Startup Disk X which worked around that issue.
