A very famous (or infamous, due to all the stability issues it caused later in its life) tool used for hacking applications. Its aim was to bring the classic Mac OS's modularity to OS X. It can essentially be seen as the proprietary competitor to SimBL (Web Archive).
First download is Version 2.6.1 released Sep 2, 2010 for Leopard and Snow Leopard (10.5 & 10.6), second is for Tiger (10.4), third is for Panther (10.3), fourth is for Jaguar (10.2) and last one is for Puma (10.1).

Also broken for me!
The link to SimBL in the description seems to be broken. "Server not found" error. I'd like to request confirmation... If the link is indeed broken, obviously it'll need to be fixed or removed, but I've had such issues before that have turned out to simply be problems with my internet connection.
The SDK for version 2.6.1 (latest version, compatible with 10.5 Leopard) is available via archive.org, but I couldn't find the one for version 2.5.2 (latest 10.4 Tiger version) anywhere.
If anyone ever happens to come across "apesdk-252.dmg", please kindly upload it here, if possible.
